Small Project Design Guidance

Obtain approval from the contracting officer's representative for the use of the Small Project Template in lieu of the Standard Template or one of the Model Templates. Refer to Engineering & Construction Bulletin 2018-04 for categories of work and NAVFAC BMS B-1.4.5 for processes.

* SPDB may be suitable for projects >$4M by exception when the work is straight-forward, single trade, such as roadwork and roofing.

The Small Project Template (SPT) uses a 6 part format. Parts 2, 3, and 4 are dependent on the type of acquisition method (see table below). Part 1 is dependent on the required contractual clause. Part 5 is rarely used and Part 6 is used for attachments. Consult with the field office administering the contract to confirm the use of the SPT Part 2. Caution should be taken if the Standard Template Part 2 is used in lieu of the SPT Part 2 because there will likely be a significant cost increase due to additional administrative requirements.
