In response to the following CCR 15440, updated for USACE adoption of Red Zone Process; CCR 11650, added optional ARMY tailoring for submittal Color Boards and Color Board paragraph (1.3)

Revised benchmarks for NAVFAC partnering based on 11013.40B

Per CCR 9893, updated the Note in paragraph COLOR BOARDS FOR AIR FORCE PROJECTS (1.3) tailored for AIR FORCE to include AFI citation.

In response to CCR 10208, updated requirements for NAVFAC PAC DB and DBB in Partnering and Mobilization paragraphs.

Revised to include NAVFAC Design-Build Division 01 tailoring option and incorporate CCRs.

In response to CCRS 8820 and 9015, changes to submittal requirements for NAVFAC PAC to mitigate schedule impacts: added Note under Submittal Article SD-01, updated paragraph "Formal Partnering" (1.12.1), and added paragraph "MOBILIZATION" (1.14).

In response to CCR 8484, updated paragraph Formal Partnering (1.12.1) to ensure the facilitator is independent of both agencies involved in the project.

In response to CCR 7879, updated language in subpart (1.12.1) Formal Partnering Specifier Note to ensure the facilitator is independent of both agencies involved in the project.

In response to CCR 6757, paragraph FIRST TIER CONTRACTOR REQUIREMENTS FOR ASBESTOS CONTAINING MATERIALS (1.7) was deleted as it is repetitive of requirements already noted in Section 02 82 00 ASBESTOS REMEDIATION; per CCR 6658, Air Force tailoring has been added to the paragraphs "Duties" (1.7.2.1) and FACILITY TURNOVER PLANNING MEETINGS (NAVFAC Red Zone - NRZ) (1.9) since AFCEC/CF utilizes the Red Zone processes.
