UFGS 01 45 00 Quality Control

Added Navy tailoring in Duties paragraph (1.6.2.1) for reference to 01 35 26. In response to CCRs 13984 and 14115, replaced "shall" throughout the text and CCR 14091, updated the Qualifications paragraph (1.6.2.2) to clear up ambiguity in QCM requirement.
