In response to CCR 10476, adjusted location of NAVY tailoring in Material Identification paragraph.

This is a periodic revision incorporating updated technical sustainability and corrosion control requirements and responses to CCRs as well as correcting formatting, references, and submittals.

Added note restricting use of plastic windows in humid and ESC C3-C5 locations.
