UFGS 01 35 26 Governmental Safety Requirements

Complete review and update addressing changes within the 2024 EM 385-1-1.

In response to CCR 11849, "CONSTRUCTION INDOOR AIR QUALITY (IAQ) MANAGEMENT PLAN" (1.17) has been relocated to this section from UFGS-01 45 00 QUALITY CONTROL. The references and submittals have also been updated to correspond with this new Article.

Added "Government Designated Authority (GDA)" to Dive Safety Requirements paragraph. In response to CCR 11124, updated first sentence in Competent Person, Cranes and Rigging paragraph.

In response to CCR 10735, corrected CFR reference in the Competent Person for Confined Space Entry paragraph and updated the Work Around Flammable Materials paragraph.

In response to CCR 9981, updated Note in APP-Construction paragraph to clarify instructions for NAVFAC PAC DB and DBB project options.

Revised to include NAVFAC Design-Build Division 01 tailoring option and incorporate CCRs.

In response to CCR 8826, changes to submittal requirements for NAVFAC PAC to mitigate schedule impacts: added Note under Submittal Article SD-01 and updated paragraph "ACCIDENT PREVENTION PLAN (APP)" (1.8).

In response to CCR 6508, administrative changes made in Part 1 and Part 3 to coincide with industry nomenclature.
A link to the contractor safety self-evaluation checklist has been added to Contractor Safety Self-Evaluation Checklist (para 1.5).

In response to CCR 7273, "Dive Operations Plan" has been added as a submittal item under SD-01 and in paragraph "DIVE SAFETY REQUIREMENTS" (1.19)

In response to CCR 7271, added language to state the District Dive Coordinator will submit documents for approval via the Contracting Officer.

In response to CCR 5966, Note in para 1.6.1 has been updated to include Hawaii; in response to CCR 6077, item "e" under para 3.7.1 "Scaffolding" has been corrected.

Addition of lockout/tagout requirements when the Government of Utility is involved in the electrical outage

Added crane requirements for Critical Lift Plan, Barge Mounted, and Base Mounted Drum Hoists from NAVFAC P-307 that were not in EM 385-1-1. For Navy, added requirement of accident investigation reporting within 5 days of mishaps and 10 days of accidents.

In paragraph "Fall Protection for Roofing Work", item b. Steep-Sloped Roofs, changed slope from "4:1" to "4:12".

Changed requirements for portable ionizing radiation equipment.

Modified OSHA Form 300 and 300A requirements under Duties of the SSHO.

Updated to EM 385-1-1 (NOV 2014) requirements and terms including clarifying requirements for Dive Protection, Fall Protection, Load Handling Equipment, and Electrical. Added Subcontractor Safety requirements for Navy only.
