Summary
This Engineering and Construction Bulletin (ECB) provides the policy and guidance for utilizing the Corps of Engineers Reviewer Certification and Access Program (CERCAP) for nominating, endorsing, reviewing, and certifying personnel as qualified for performing Agency Technical Reviews (ATR) within an Area of Expertise (AoE). This ECB also contains guidance on selection of appropriate reviewer level for projects and products that require an ATR.
